Description
NASA/JSC plans to issue a Request for Proposal (RFP) for the following Commercial services for individual trip aviation weather forecasts for NASA/JSC aircrews. NASA/JSC Aircraft Operations Division operates a fleet of aircraft, currently including 32 T-38’s, 5 G-II59’s, 2 B747’s, 1 G-159, 2 WB-57F?s, and 1 DC-9. The contractor shall provide a 24 hour-a-day aviation weather forecasting service. Approximately 800 flights per month are flown with an average of 300 to 400 weather forecast briefings being derived from the aviation weather forecast service contractor. This service shall include a toll-free, direct telephone access number for NASA/JSC aircrews to obtain an unlimited number of accurate aviation weather forecasts for domestic United States operations. The requirement is for locally-based (Houston, Texas) aviation weather forecast service familiar with the weather patterns of the Houston-Gulf Coast area. The contractor shall also provide an in-house software access program which will enable JSC aircrews to obtain accurate and current weather information for flight planning. The information displayed is required to be printable to enable aircrews to carry a hard copy. In addition to these services, the contractor shall provide other services on an as-ordered basis. The cost for these services will be paid for on an as-used basis. These services include fuel contracting arrangements, domestic and international high frequency (HF) phone patch services, computerized flight plansk, flight plan filing for domestic and international trips, messages, provide hotel reservations, airport handling and diplomatic permit services for international flight, and international and domestic Telex services. The base period of performance will be one year starting November 1, 2005. There will be two 1-year options. The NAICS Code and Size Standard are 541990 and $6,000,000.00, respectively. The anticipated release date of RFP NNJ05102085R is on or about August 1, 2005 with an anticipated proposal due date of on or about August 29, 2005. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
