Description

NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) for the Geophysics, Geodynamics, and Space Geodesy Support (GGSG) Program.      

This performance-based, 5-year requirement will support a wide array of geodynamical, geomagnetic, geophysical, and atmospheric investigations of solar system bodies such as the Earth, Venus, Mars, and Mercury.     Among the requirements for these investigations are instrument development; software development and maintenance; data collection, archiving and dissemination; scientific data analysis, modeling and interpretation; reports and presentations of scientific results; public outreach and education; and associated technical and administrative work. The contractor shall provide support to investigators associated with research programs and projects such as: Solid Earth and Natural Hazards (SENH) and the Upper Air Instrumentation Research Project (UAIRP).    

The contractor shall provide support to investigators involved with laser Earth satellites such as LAGEOS 1, LAGEOS 2, AJISAI, STARLETTE, and STELLA; Earth positioning satellites such as GPS; Earth altimetry satellites such as TOPEX/POSEIDON, JASON, GEOSAT, GEOS-3, ICESAT, and CRYOSAT; planetary spacecraft such as Mars Global Surveyor, Mars Odyssey, Lunar Reconnaissance Orbiter, Mars Reconnaissance Orbiter, and MESSENGER.      

The contractor shall provide support for data systems such as Crustal Dynamics Data Information System (CDDIS). The Government does not intend to acquire a commercial item using FAR Part 12.

All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the DRFP is on or about April 6, 2005 with an anticipated offer due date of up to 30 days. An ombudsman has been appointed — See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet.    

These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.

Prospective offerors shall notify this office of their intent to submit an offer.
