Description

NASA/HQ Plan to issue a Sole Source Procurement for a membership to the Construction Industry Institute (CII) at the University of Texas. The authority is only one responsible source 10 U.S.C.2304(c)(1). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/Headquarters intends to purchase this membership from the University of Texas, CII. The CII is a unique organization that has been established to improve the safety, quality, schedule, and cost effectiveness of the capital investment process through research and implementation support. It consists of approximately 40 owner members and 40 contractor members, and presently has about 30 major universities participating in CII research.  

There is no other organization in the construction industry that can provide such a unique blend of research, networking potential, and implementation tools. The CII is recognized worldwide as the premier organization of key owner and construction leaders who work together to advance the capital projects delivery process. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. local time on April 15, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
