Description

NASA/KSC plans to issue a Request for Proposal (RFP) for Construction of VAB Roof Refurbishment – PCN 97950. The work to be performed essentially consists of refurbishing the VAB high bay roof. All existing materials above the structural slab are to be removed and replaced and the roof structure refurbished. Associated rooftop systems such as guardrails, lightning protection and ventilation louvers are to be refurbished. The project will include an additive alternate to provide an Impressed Current Cathodic Protection system in lieu of corrosion inhibiting treatment of the roofing slab. The order of magnitude for the procurement is more than Ten Million Dollars ($10,000,000) and the effort shall be completed within 636 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 238160 and $12,000,000, respectively. The anticipated release date of the RFO is on or about January 20, 2004, with an anticipated offer closing date of on or about February 20, 2004. The firm date for receipt of bids or proposals will be stated in the RFO. Drawings will be available from the Bid Distribution Office, telephone 321-867-2851. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed — See NASA Specific Note “B”. The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
