Description

NASA/KSC plans to issue a sole source, indefinite delivery, indefinite quantity (IDIQ) contract to Astrotech Space Operations for commercial payload processing support for the East Coast expendable launch payload missions between the Fiscal Years 2005 and 2010. The missions are scheduled for launch from Cape Canaveral Air Force Station (CCAFS), Florida, on expendable launch vehicles (ELVs) and evolved expendable launch vehicles (EELVs). The IDIQ contract will specify the minimum and maximum quantity of services, and provide for the issuance of a task order for each mission during the contract period. The effort will include providing the processing facility, support equipment, and personnel to prepare the payloads for launch. Detailed requirements will be developed for each payload to specify the exact facility capability, equipment, and manpower support required. Payload processing begins three months prior to the launch date for each payload, with completion approximately two weeks prior to the launch date.   The payload is then transported to CCAFS, mated to the launch vehicle, and launched.   Astrotech Space Operations is the only known vendor that can provide the required payload processing services. There will be only one award made for this requirement. This is a sole source commercial item acquisition under FAR Part 6.302-1 and Far Part 12.   The Government believes only one responsible source can satisfy the agency?s requirements. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Eastern Standard Time on July 16, 2004. Oral communications are not acceptable in response to this notice. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 541710 and 1500 respectively. The DPAS Rating for this procurement is DO-C9. The anticipated release of this RFQ is on or about August 16, 2004 with responses due not later than 4:30 p.m. Eastern Standard Time on September 15, 2004.
