Description

NASA/MSFC has a requirement for budgetary and business support for the Safety and Mission Assurance Directorate for an estimated period of eight months. NASA/MSFC intends to purchase the services from System Studies and Simulation, Inc. (S3), pursuant to FAR 13.106-1 (b)(1) for the acquisition of supplies and services determined to be reasonably available from only one source. Competition is impractical and would not add further value to the Government because the capability has been developed by the continuity, special skills and training, and background of the assigned service support personnel. S3 has unique and tailored capability in that personnel available to support this short term requirement are currently providing these exact services and have demonstrated to possess the knowledge, necessary skills, expertise and related experiences and collaborative skills necessary to interact with the MSFC CFO utilizing the Integrated Financial Management/SAP system as well as the precise knowledge of policies and procedures related to both budget and business systems. Additionally, S3 is uniquely situated in that it is capable of continuing to provide the proposed support over the eight month period of performance without any adverse impacts such as disruption in service, decreases in productivity due to learning curve for this short term effort. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mr. Lee Whalen at lee.c.whalen@nasa.gov not later than 4:30 p.m. local time on January 10, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
