Description

NASA/GSFC plans to issue RFQNNG0587578Q, on a sole source basis to Wilson Devereux, LLC of Sarasota Florida, to produce a manuscript and illustrations for the Braille book “Touch the Sun”.    

This publication contains images of NASA’s SOHO and TRACE Missions. The procurement is being conducted using Simplified Acquisition Procedures.    

This acquisition is being conducted under the statutory authority 10 U.S.C. 2304(c)(1), Only One Responsible Source.    

In order to produce a manuscript and illustrations for this effort requires the alliances of several organizations:     the Joseph Henry Press, VIEW International Foundation, Reese Press, and the National Braille Press.       These alliances are critical to success of the publication.    

Wilson Devereux, LLC is uniquely qualified because of their expertise and these critical alliances. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 11/24/2004.      

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.    

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
