Description
NASA/KSC has a requirement for one (1) Airboat. NASA/KSC intends to purchase the items from Diamondback Airboats, Inc., Cocoa, FL 32926.
Pursuant to FAR 13.106-1(b) and 13.106-3(b)(3)(i), the acquisition of referenced supplies are determined to be available from only one source. It is the Government’s intention to purchase one airboat from Diamondback Airboats, Inc. to ensure capability and readiness of the current airboat fleet to support short notice launch and landing requirements for the space shuttle.
The airboat needs to be a Diamondback, because we currently have another Diamondback in the fleet of police pursuit boats and the cage, seat frame, and motors need to be interchanged and removed for maintenance to ensure readiness.
Diamondback Airboats, Inc. is the only company that can insure that the rigging and stringers are compatible with the other airboat necessary for quick change out of components from one airboat to another. The Government intends to acquire a commercial item using FAR Part 12. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
