Description

NASA/LaRC has a requirement for a NASA-Wide Agency License for the 2004 Linkage Excellence in Management and Leadership Series Live via satellite and videoconferenceing. The license will allow all NASA centers to downlink the series with no restrictions on the number of attendees viewing the program. NASA/LaRC intends to purchase the items from Linkage, Inc., Lexington MA as the only known source who can meet agency requirements. This satellite series includes presentations from top management and leadership experts. This program is the only known satelite delivered management and leadership training program that will allow NASA managers and supervisors to interact with experts in the fields of management and leadership. It would take substantial duplication of time and effort for another company to offer a similar product that would meet this requirement and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 2-5-04. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
