Description

NASA/HQ plans to issue a full and open competitive Request for Proposal (RFP)for the NASA-wide Postdoctoral Program (NPP), consisting of the NASA Postdoctoral Research Program (NPRP) and the NASA Postdoctoral Management Program (NPMP).

The resulting contract will be a follow on to the Resident Research Associateship Program currently administered by the National Academy of Science.

The NPP offers unique research opportunities to highly talented individuals who serve as guests at a NASA Center, Headquarters, and other NASA facilities. These one to three year appointments are competitive and designed to advance NASA’s Mission and Vision for Space Exploration.

The contractor will provide the necessary materials, facilities, supplies, administrative support, programmatic support and expertise necessary to administer the NPRP and NPMP as detailed in the RFP. The competitive procurement will result in a single award, cost plus fixed fee, indefinite delivery, indefinite quantitey (IDIQ) contract.

Period of performance will be from award through 5 years thereafter. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 541612 and $6M, respectively. Prior to release of the formal solicitation, a draft solicitation will be released for industry comment on or about December 17, 2004 with an anticipated due date for comments on or about January 7, 2005.

The anticipated release date of the final RFP is on or about January 27, 2005 with an anticipated due date approxmiately 30 days thereafter. All responsible sources may submit an offer upon release of the formal RFP which shall be considered by the agency.

This synopsis is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. An ombudsman has been appointed — See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.

Prospective offerors shall notify this office of their intent to submit an offer.
