Description

 

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

 

This notice is being issued as a Request for Quotations for services. The Office of Communications, News and Multimedia Division has a requirement for electronic distribution, targeting, measurement, translation and broadcast services on government, association, labor, non-profit, and other customers worldwide. The goal is to reach a variety of critical audiences, including the news media, the investment community, government decision-makers, and the general pubic with up-to-the minute full-text news developments about NASA activities.

 

Scope A customized suite of services to help the Office of Communications to strategically reach a wide variety of customers.

 

Tasks of Requirements  Provide 24/7/365 access to all services via email and secure online portal for an unlimited number of authorized users, each with a unique user-selected password.

 

Provide comprehensive security measures to prevent unauthorized users from uploading counterfeit materials.

 

Provide expert editorial assistance from experienced news editors who carefully proofread NASA releases to check for consistency, grammatical and typographical errors prior to distribution.

 

Electronic transmission of NASA’s news to targeted media directly into newsroom computer systems of print, broadcast and online media nationwide, or in specific news markets or geographical regions. This includes distribution of news and information to government, nonprofit and other public interest sources. Distribution to various sources should include the option of targeting those sources by: geography; language; ethnicity; designated market areas; type of media, such as print, electronic, social, and broadcast; and media focus, such as business, leisure, sports.

 

Provide customized coding of each NASA release to individual journalists, online news consumers, policymakers and other audiences who seek news by industry, issue or subject code.

 

Supplemental email distribution to individual journalists, industry/issue analysts and bloggers based on source, topic, beat, geography and other similar differentiations.

 

Delivery to leading news media outlets, such as the New York Times, Washington Post, USA Today, ABC News, and CNN.com.

 

Delivery of news, in blog-ready format, to bloggers.

 

Provide comprehensive online distribution and placement of NASA’s full releases in the news sections of the world’s leading online news portals, such as Yahoo! and Google News.

 

Automatic posting and archiving of all news releases which links back to NASA’s website from all releases.

 

Provide permanent archiving of all releases in electronic media research databases including Lexis-Nexis, Dialog, Dow Jones Interactive, Comtex, and Bloomberg news.

 

Provide distribution to government officials via a direct feed into U.S. government news systems used by The White House, Congress and cabinet agencies to monitor news from multiple sources in real time.

 

Provide formatting, including embedded links, anchor text, photos, italics, bullets and more to maintain the look and feel of NASA’s original news release.

 

Provide hi-resolution, downloadable NASA logo with each release.

 

Ability to include embedded downloadable multimedia content, such as video, audio, graphs, tables, and maps in distributed releases.

 

Provide a report for each NASA release, including statistical data on how journalists, online consumers, bloggers, social media networks, businesses and government officials have viewed and “engaged” NASA’s releases worldwide.

 

Contractor should have a high Google PageRank to help maximize the NASA website public exposure and related news releases search engine optimization (SEO).

 

Deliverables or Delivery Schedule  Contractor must be able to provide distribution service of NASA releases at any time of the day, year round.

 

Place of Performance The work will be conducted on the contractor’s site.

 

Period of Performance One year with two option years

 

The NAICS Code and the small business size standard for this procurement are 541810 with AVG Annual Receipts of $15.0(10) The offeror shall state in their offer their size status for this procurement.

 

All responsible sources may submit an offer which shall be considered by the agency.

 

Offers for the items(s) described above are due by 2:30 pm on 3/24/2015, to NASA HQ Procurement Office, NASA Goddard Space Flight Center, Bldg: 17; RM: N111 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.

 

Offerors shall provide the information required by FAR 52.212-1 (JUL 2013), Instructions to Offerors-Commercial Items, which is incorporated by reference.

Offerors must include completed copies of the provision at 52.212-3 (AUG 2013), Offeror Representations and Certifications – Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract.
