Description

NASA Johnson Space Center (NASA/JSC) plans to conduct a NASA Open Innovation Services (NOIS) Industry Day. The presentation for Industry Day will be held via Lync/teleconference from 10:00 am to 12:00 pm (CDT) on Friday, September 19, 2014.

The Government will also provide one-on-one communication opportunities which can be scheduled from 1:00 pm to 5:00 pm (CDT) on Friday, September 19, 2014. One-on-one meetings will not exceed 20 minutes in length and attendance is limited to three participants from each company. Scheduling of one-on-one appointment times will be on a first-come, first-serve basis. Please RSVP by September 18, 2014, by 12:00 noon (CDT). (Instructions are below.) All one-on-one communication opportunities will be conducted via teleconference.

CONTRACT DESCRIPTION:

The Center of Excellence for Collaborative Innovation (CoECI) base support provides program management support and includes the development and conduct of outreach presentations and workshops, maintenance of lessons-learned and case studies, and assessment of impact measures for multiple tournaments to inform the theory and practice of innovation tournaments, and advise participants on optimal design characteristics of a sustained use of distributed innovation practices. To enable educated inputs this base support anticipates for the experimentation on emerging open innovation platforms.

NOIS Lync INDUSTRY DAY:

NOIS Lync Industry Day is open to firms that are interested in pursuing contracting opportunities on the NOIS procurement. To be able to access the NOIS Lync Industry Day, please email La Toy Jones, Contracting Officer at latoy.j.jones@nasa.gov . Your email must include the following:

1. Subject line: “NOIS Lync Industry Day RSVP”

2. Company’s name and address.

3. The company’s Points of Contact (POCs) names, telephone numbers, and email addresses.

4. NASA intends to post all attendees in the interested parties list. If you wish not to be included on the list, you must indicate that your firm does not want to be included.

A confirmation email will be sent to acknowledge your reservation and provide further instructions on how to join the Lync.

All questions pertaining to the Industry Day shall be submitted in writing via the “Anonymous Questions to the Contracting Officer” feature on the NOIS website and will be addressed during the Q&A section of the presentation. Verbal questions pertaining to the Industry Day may be entertained if time allows at the end of the Industry Day presentation.

Responses to Questions

Questions submitted via Lync Chat or in writing via the “Anonymous Questions to the Contracting Officer” feature on the LPI CAN website will be answered and posted to the procurement website and will be considered official responses. If a difference exists between verbal and written responses to questions, the written responses shall govern.

Official responses to written questions received by the Contracting Officer will be posted to the NOIS website.

GOALS:

1. Provide information on the current CoECI contracts.

2. Provide information on the vision.

3. Promote competition on the potential NOIS acquisition.

4. Share the Government’s current vision for the Center of Excellence for Collaborative Innovation Directorate pertaining to the current contract.

5. Provide industry with the opportunity to meet with the Government early enough in the procurement process to provide input into the NOIS procurement strategy.

6. Allow NASA/JSC to better utilize industry input to assist in the development of a future Request for Proposal (RFP) for the NOIS procurement.

Industry Day is open to all firms that are interested in pursuing contracting opportunities on the NOIS effort whether they have performed work at JSC or not. All interested parties are encouraged to participate in the Lync.

ONE-ON-ONE MEETINGS:

To facilitate interactive communications with industry, NASA personnel will also be available for private meetings via teleconference with individual companies in conjunction with Industry Day.

The purpose of these meetings is to provide industry with the opportunity to better understand the existing requirements under the NOIS and to allow industry an opportunity to provide input related to the NOIS procurement. The meetings are intended to be question and answer sessions in which neither side will be making a formal presentation.

Any company may request a one-on-one meeting. The meetings will not exceed 20 minutes in length and attendance is limited to three participants. Scheduling of appointment times will be on a first-come, first-serve basis. Appointments will be scheduled every 20 minutes between 1:00 pm and 5:00 pm (CDT) on September 19, 2014.

No photographic or recording devices are permitted during the Industry Day presentation or one-on-one meetings.

Guidance for conduct during the one-on-one communications is attached to this posting as Attachment 1: “One-on-One Communications with Industry Guidance”.

SIGN-UP REQUIREMENT:

To schedule a one-on-one appointment, please email La Toy Jones, Contracting Officer at latoy.j.jones@nasa.gov . Your “one-on-one RSVP” email must include the following:

1. Subject line: “NOIS One-on-One RSVP”

2. Company’s name and address.

3. The company’s Points of Contact (POCs) names, telephone numbers, and email addresses.

4. The email RSVP must explicitly state each of the company’s attendees’ names and titles (limited to three) that intend to attend the one-on-one meetings. Any special time requests, with justification, will only be accommodated as practical. This information applies for all teleconference meetings.

Email reservations for the one-on-one meetings must be received no later than 12:00 noon (CDT) on September 18, 2014. A confirmation email will be sent to acknowledge your reservation and scheduled time. Scheduling of appointment times will be on a first-come, first-served basis. Additional meeting times will be arranged as soon as practical should the number of firms requesting meetings exceed the time times available on September 19, 2014.
