BROAD AGENCY ANNOUNCEMENT CONCEPT EXPLORATION AND REFINEMENT

PROPOSALS DUE July 16, 2004

This publication constitutes a Broad Agency Announcement (BAA) as contemplated by FAR 35 and NFS 1835. A formal Request for Proposal (RFP), solicitation, and/or additional information regarding this announcement will not be issued. Request for same will be disregarded.

NASA will not issue paper copies of this announcement. NASA reserves the right to select for award all, some, or none of the proposals in response to this announcement. NASA provides no funding for direct reimbursement of proposal development costs. Technical and cost proposals (or any other material) submitted in response to this BAA will not be returned. It is the policy of NASA to treat all proposals as sensitive competitive information and to disclose their contents only for the purposes of evaluation.

This BAA is soliciting proposals for innovative concepts in two areas. The first is the Preliminary Concepts for Human Lunar Exploration. This concept area focuses on a “system-of-systems” approach for lunar exploration. Specific areas of focus include safety, reliability, sustainability, affordability, and extensibility/evolvability.

The second Concept Area focuses on the Crew Exploration Vehicle (CEV). This will include CEV design drivers, launch considerations, launch vehicle integration, and risk specific to achieving 2014 goal of a crewed flight. Additional specific focus areas for the CEV include safety, reliability, sustainability, affordability, and extensibility/evolvability.

NASA’s safety policy, prioritizes safety to protect: (1) the public, (2) astronauts and pilots, (3) the NASA workforce (including contractor employees working on NASA contracts), and (4) high-value equipment and property. NFS 1852.223-70 defines safety as the freedom from those conditions that can cause death, injury, occupational illness, damage to or loss of equipment or property, or damage to the environment.

Offerors may propose under Concept Area 1 only or Concept Areas 1 and 2. Proposals will not be accepted that only address Concept Area 2.
