NASA Office of Education Solicits FY 2016 NASA CAN EPSCoR Proposals

NASA’s Office of Education solicits proposals in response to the FY 2016 NASA Cooperative Agreement Notice (CAN), Experimental Program to Stimulate Competitive Research (EPSCoR). The solicitation may be viewed at http://nspires.nasaprs.com, click on Solicitations, then open announcement number NNH16ZHA001C. The solicitation is also available on Grants.gov, but all proposals shall be submitted electronically via NSPIRES.

The latest available National Science Foundation (NSF) eligibility tables are used to determine overall jurisdiction eligibility for NASA EPSCoR. Per the NSF 2015 eligibility table the following jurisdictions are eligible to submit proposals in response to this NASA EPSCoR solicitation: Alabama, Alaska, Arkansas, Delaware, Guam, Hawaii, Idaho, Kansas, Kentucky, Louisiana, Maine, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Oklahoma, Puerto Rico, Rhode Island, South Carolina, South Dakota, U.S. Virgin Islands, Vermont, West Virginia, and Wyoming.

Note that there are several new requirements to the FY 2016 NASA EPSCoR CAN: Information provided in the NOI shall identify the proposed research areas of interests and/or desired center and mission directorate alignment. The proposers must also identify three (3) external merit reviewers that they feel are qualified and who will provide an unbiased review. In addition, a Data Management Plan is required (limited to 4,000 characters).

A jurisdiction can request a maximum of $750,000 from NASA per proposal. This amount is to be expended over three (3) years in accordance with the budget details and budget narrative in the approved proposal.
