(revised 4/18/2022) – AMENDMENT NO. 9 TO THE NOTICE OF FUNDING OPPORTUNITY (NOFO) ENTITLED

“ENGAGEMENT OPPORTUNITIES IN NASA STEM (EONS-2022),” NNH22ZAO001N

RELEASED November 15, 2021

(Note: This Amendment No. 9 replaces a previous version

posted on April 12, 2022, to reflect 508 Compliance.)

EONS-2022, Section 1.3, NASA Strategic Plan and Relevance to STEM Engagement, shall now read:

The NASA 2022 Strategic Plan includes a focus on the development of STEM disciplines along with the engagement of academic institutions and students in accomplishing NASA’s vision and mission.  The Agency contributes to national efforts for achieving excellence in STEM education through a comprehensive education portfolio implemented by the NASA OSTEM, the NASA Mission Directorates, and the NASA Centers located across the country. The Agency will continue its tradition of investing in the nation’s education programs and supporting the country’s educators who play a crucial role in preparing, inspiring, exciting, encouraging, and nurturing the young minds of today.  These young minds will manage and lead the nation’s laboratories and research centers of tomorrow.

(Note: the following sentence has been deleted: “NASA is currently developing its next multi-year Strategic Plan, which is planned to be released in 2022.”)

The NASA Strategic Goal and Objective relevant to OSTEM are outlined by the 2022 NASA Strategic Plan:

Strategic Goal 4: Enhance Capabilities and Operations to Catalyze Current and Future Mission Success.

(Note: the following phrase has been deleted: “Strategic Goal 3: Address national challenges and catalyze economic growth.”)

Strategic Objective 4.3: Build the next generation of explorers (Engage students to build a diverse future STEM workforce).

(Note: the following phrase has been deleted: “Strategic Objective 3.3: Inspire, engage, educate, and employ the next generation of explorers through NASA-unique Science, Technology, Engineering, and Mathematics learning opportunities.)

Annually, NASA OSTEM generates a body of evidence-based data it generates and data it collects from awardees to assess progress of its investments in achieving the following Final Draft Performance Goals (PGs) which directly align with the 2020-2023 NASA Strategy for STEM Engagement Strategic Goals 1, 2 and 3:

PG 4.3.1 Create unique opportunities for a diverse set of students to contribute to NASA’s work in exploration and discovery.

PG 4.3.2 Build a diverse future STEM workforce by engaging students in authentic learning experiences with NASA’s people, content, and facilities.

PG 4.3.3. Attract diverse groups of students to STEM through learning opportunities that spark interest and provide connections to NASA’s mission and work.

(Note: the following has been deleted:

“PG 3.3.3 Provide opportunities for students, especially those underrepresented in STEM fields to engage with NASA’s aeronautics, space, and science people, content, and facilities in support of a diverse future NASA and aerospace industry workforce.

PG 3.3.4 Provide opportunities for students to contribute to NASA’s aeronautics, space, and science missions and work in exploration and discovery.”)

EONS-2022, Section 1.4, NASA’s STEM Engagement Priorities, shall now read:

Note: Performance Goals (PGs) 4.3.1, 4.3.2, and 4.3.3 highlighted under section 1.3, NASA Strategic Plan and Relevance to STEM Engagement, will be addressed through EONS 2022 solicited activities. Proposers are to consult the NOFO appendices for additional details.

Office of STEM Engagement Metrics

NASA currently utilizes a new NASA STEM Gateway registration/application and data management system for analyzing performance data. Principal Investigators (PIs) are required to respond to data calls as requested by NASA OSTEM and/or utilize this Agency-approved data management system for performance data reporting. Additional communications and guidance regarding data calls and the NASA STEM Gateway will be sent to award recipients from the NASA OSTEM and Activity Management team. The PI shall ensure it has the appropriate staff and resources to facilitate data collection activities and complete all tasks required for reporting.

Note: the following table has been deleted:

FY2021 Performance Goals (PGs) and Success Criteria for STEM Engagement are outlined in Table 1:

FY 2021 Performance Goals

FY 2021 Success Criteria

3.3.3 Provide opportunities for students, especially those underrepresented in STEM fields to engage with NASA’s aeronautics, space, and science people, content, and facilities in support of a diverse future NASA and aerospace industry workforce.

Baseline % of students in the four categories of student diversity for NASA STEM enrollees in virtual and in-person internships, fellowships, and other student engagement opportunities. Diversity Categories: (1) students across all institutional categories and levels (as defined by the U.S. Department of Education), (2) racially or ethnically underrepresented students (Hispanics and Latinos, African Americans, American Indians, Alaska Native, Native Hawaiians and Pacific Islanders), (3) women, and (4) persons with disabilities.

Baseline the number of virtual student engagement opportunities that raise awareness of higher education STEM engagement activities.

3.3.4 Provide opportunities for students to contribute to NASA’s aeronautics, space, and science missions and work in exploration and discovery.

Baseline the number of in-person and virtual student-proposed design solutions and products.

Baseline the number of opportunities (e.g., challenges, competitions, etc.) for pre-college students to contribute to the NASA’s aeronautics, space, and science missions and work in exploration and discovery
