Description

NASA/NSSC has a requirement for a training course entitled “The Executive and the Media”. The objective of the training is to improve the ability of senior executives at the Kennedy Space Center to communicate critical messages via electronic and print media. The course shall include on camera training, simulated media interview sessions, role play or scenarios, coaching and feedback. The vendor shall be responsible for providing all training materials to include all required camera equipment, video taping devices, video tapes and cabling. The vendor shall conduct two, 2-day sessions for 12 students each. Training shall be held at NASA’s Kennedy Space Center on March 18-19 and March 20-21, 2008.

NASA/NSSC intends to purchase the training course from Smartalk, Inc. 3345 Callenwolde Court, Roswell, GA 30075. Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1) This is an existing course that has previously been tailored to reflect KSC’s unique procedures, processes, organizational structure, culture and challenges; 2) The vendor has previously conducted this course at KSC during the period 2003 – 2007; 3) The vendor has extensive media consulting experience and has provided similar training to over 20,000 clients in both Government and industry: 4) The vendor’s expertise and many years of hands-on experience at NASA provides for cost-effective, timely, specialized training that can not be readily duplicated by any other source within the timelines required.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note “B”.
