THIS IS *NOT* A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION TO BID NOTICE.

Overview:

The New Opportunities Office (NOO) provides strategic and tactical consultation on new mission, instrument and technology concepts; coordinates center resources for concept and proposal related activities; establishes standards for proposal quality and consistency; provides proposal development and production; sponsors the centers business development curriculum; and serves as the owner of the center new business review and approval processes.

The NOO is looking for readily accessible pool of experienced external experts to serve on NASAs Goddard Space Flight Centers (GSFC) science-driven, mission concept development, strategic planning activities and proposal Blue/Red Team review panels. The need for this support, while yearly in nature, will be situational in implementation. This is as a result of the changing dates and requirements from NASAs HQ, Request for Proposals under diverse Announcements of Opportunity (AOs) and/or Research Announcements. NASAs GSFCs New Opportunities Office will request support as it recognizes the need for strategic planning activities and proposal review panels that would benefit from an external perspective.

Desired areas of expertise are:

1. At least 15 years of involvement in NASAs competitively awarded planetary/earth sciences/astrophysics/heliophysics (herein called SMD) mission/instrument selection process. 2. Participation in NASA HQ-based final SMD mission/instrument selection discussions/decisions. 3. At least 5 years of interactions with the NASA Technical, Management, and Cost (TMC) team based within the Science Office for Mission Assessments (SOMA) at NASA Langley Research Center (LaRC). 4. Previously employed at a NASA Center for at least 15 years (as a civil servant or contractor). 5. Active involvement in NASA HQ-requested, National Academy of Science Decadal Surveys addressing science priorities that SMD missions/instruments would support. 6. Ability to support, in person, reviews held at NASAs Goddard Space Flight Center. 7. Ability to interact with NASAs Goddard Space Flight Center personnel via telephone, email, and internet-based applications (e.g., WebEx, Skype) 8. Experience/involvement in the formulation of official NASA Science Guidance documents (e.g., [year] Science Plan For NASAs Science Mission Directorate) 9. Acceptance of signing a non-disclosure agreement (NDA) covering all participation in Goddard Space Flight Center reviews in addition to no conflicts of interest relative to work being supported at NASA Centers other than the NASAs Goddard Space Flight Center. 10. Participation in the creation of selection criteria for opportunities within the planetary/earth sciences/astrophysics/ heliophysics (herein called SMD) mission/instrument selection process.

This requirement will be set-aside to small business concerns.

This request for information is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results.
