Description

NASA/MSFC has a requirement for “Technology Development of a High Performance, Lightweight 100-lbf Thruster for an In-Space Propulsion System.” NASA/MSFC intends to procure this effort from Pratt and Whitney Space Propulsion under the authority of 10 U.S.C. 2304 (c)(1) for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements.

NASA/MSFC is interested in a low risk, low cost thruster development based upon flight heritage hardware. The thruster development timeframe, including design verification tests at simulated vacuum space environments with cold propellants, is about one (1) year from contract execution. The thruster design is based on proven-flight heritage hardware of the same 100-lbf thrust class, has already successfully demonstrated with cold propellants (temperature below -20 degree Celsius), nitrogen tetroxide mixed with 25% of nitric oxide (MON-25), and monomethylhydrazine (MMH); and is already at a thrust-to-weight ratio of at least 67 (lbf/lbm).

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 15, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
