Description

NASA/MSFC has a requirement for testing, data collection and analysis in the development of a alternative technology for carbon dioxide removal using the Sorbent Based Atmosphere Revitalization (SBAR) system. The initial goal is to determine whether vacuum swing absorption technology is viable for the Crew Exploration Vehicle (CEV) platform.

The effort for this contract will be broken down into four (4) primary tasks as follows: 1) maintenance of test facility data analysis facility contol support test operations and data review; 2) test support; 3) provide a report on the testing of other select NASA owned life support hardware such as the Sabatier hardware and the temperature swing absorption unit; 4) provide a report on the comparision of the current United States Life Support Systems (LSS) or similiar systems previously developed by other commericial space programs.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The Government intends to sole source this requirement to Lee Miller Consulting, however, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 14, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note “B”.
