Description
NASA/MSFC has a requirement for a Stellar Positioning System. NASA/MSFC intends to purchase the items from Texas A&M University, Department of Aerospace Engineering on a solesource basis.
The Department of Aerospace Engineering, Texas A&M University, has developed a proprietary technology that NASA will need to provide the capability of performing navigational measurements on Lunar and Martian environments that does not rely on the costly deployment of a satellite network similar to those implemented on earth.
The Government does not intend to acquire a commercial item but will be using FAR Part 12 as a procurement basis.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Betty C. Kilpatrick at betty.c.kilpatrick@nasa.gov or fax: 256-544-6560 no later than 4:30 p.m. CST June 26, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
