Description
NASA/MSFC has a requirement to develop a cost model that parametrically evaluates the program acquisition cost (i.e. design, development, testing, evaluation, and production/recurring costs) of nuclear thermal propulsion systems. The model will be capable of accurately estimating the cost of NTP systems sized from 15,000lbf to 250,000lbf thrust using various reactor designs and fuel types.
This NTP cost model will leverage from NTP cost models previously developed for NASA/Glenn Research Center (GRC) in its development to assure the added capabilities and enhancement of the model that are the focus of this effort.
The NTP cost model development will be anchored by the best historical and up to date data that is available and will be collected from industry, academia, and other government agencies thru data collection efforts and will be included as part of the cost model (database) deliverables.
The model’s intent is to be able to perform quick and accurate assessments of an NTP system in efforts to support design trades as well as acquisition strategy evaluations (i.e., technology demonstration using robotic precursor missions versus initial development for human-rated missions).
NASA/MSFC intends to purchase these services from Pratt & Whitney/Rocketdyne, Canoga Park, California.
Competition is considered impractical based on the following reasons:
1. P&W/Rocketdyne, under a previous contract with MSFC, was responsible for the development and delivery of the Liquid Rocket Engine Cost Model (LRECM). As a result, they possess an in-depth understanding of propulsion database cost modeling and are therefore in an unparalleled position to understand and implement the requirements of both the Center and the Agency in the area of NTP cost collection and modeling.
2. P&W/Rocketdyne, under a previous contract with the Glenn Research Center, was responsible for the collection and modeling of NTP data. Utilization of this data as the foundation for further NTP cost modeling is critical in meeting the Center’s needs. As the developer of this model, P&W/Rocketdyne is in a unique position to both understand the existing database model and successfully build upon it to further develop the cost model needed for this MSFC NTP effort.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
