  This memorandum is to revise the previous guidance
on official travel.

The tragic events of last week and subsequent difficulties our travelers
experienced in the aftermath have heightened our sensitivity to the need
to limit travel both by NASA and contractor personnel. We anticipate that
heightened security and other factors will cause travel costs to increase
substantially in the near future – contributing to an already overburdened
Agency budget.

We need to make certain that the travel we ask of our employees and contractors
is absolutely necessary. Alternatives to employee travel such as teleconferencing
must be used whenever possible. Until further notice, the following procedures
will apply:

  • Travel for safety-related or mission-critical purposes only, will require
    approval following current procedures.

  • All foreign travel will require approval by the cognizant Headquarters Official-in-Charge
    or Center Director.

  • All travel to launches by Headquarters employees will require approval by
    the cognizant Enterprise Associate Administrator; in the case of Center
    employees, approval by the cognizant Center Director will be required.

  • All travel to conferences, symposia, or similar gatherings will require
    approval by the cognizant Headquarters Official-in-Charge or Center Director.

  • Travel via automobile in excess of 300 miles (one way) will require approval
    by the cognizant Headquarters Official-in-Charge or Center Director.


In all cases, the travel authorization must contain a clear explanation
(Block 11 – Purpose of Travel on NASA Form 372) as to why it is critical
that the individual travel.
I have directed the Office of Procurement to provide similar guidance concerning
travel to our contractors. Also, I have directed the Office of the Chief
Financial Officer to establish a monitoring process to ensure that the intent
of these changes is being met. That will be accomplished by a periodic review
of approved travel authorizations, on a sample basis.
