Description

The National Aeronautics and Space Administration (NASA), Langley Research Center is issuing a DRAFT Request for Proposal (RFP) to provide services for the Academy of Program/Project and Engineering Leadership (APPEL). APPEL is located within the Office of the Chief Engineer (OCE) and is responsible for developing NASA’s technical workforce in program/project management, systems engineering and engineering. The scope of work for this requirement includes two of APPEL’s main business lines, Knowledge Sharing and Curriculum Development.

Curriculum Development (coursework in program/project management, systems engineering, and engineering) lies at the heart of APPEL’s approach to building program/project, engineering, and systems engineering capability at NASA. The courses are designed using project management and systems engineering competency models and focus on what the participants will need to enhance their own capabilities, knowledge, and skills. The objective is to set the standard for training and development for engineering and project management.

Knowledge Sharing (hosting forums and conferences, providing case studies, publishing relevant articles on the APPEL website and other electronic and hardcopy venues, etc) promotes excellence in project management and engineering leadership development. Its primary strategy focuses on gathering and sharing knowledge and wisdom from the best program/project and engineering leaders across the Agency.

eLearning – APPEL is moving most of its coursework from traditional classroom or lecture venue to electronic/web-based learning.

APPEL recently initiated a consortium of international partners, The International Program/Project Management Committee (IPMC), which is comprised of over 50 space agencies, companies, academia, and other interested groups from around the world. This collaboration is expected to grow even more significantly over the next several years, as NASA responds to the Administration’s new National Space Policy

The NAICS Code and Size Standard are 611430 and $7.0 Million, respectively.

The anticipated release date of the Draft RFP, NNL10322304J is on or about 30 August 2010.
