Description

NASA, LaRC intends to negotiate soley with Alliant Tech Systems, Inc. to modify Contract NNL05AA06B to increase the maximum order limitation to $49 Million. The contract was awarded non-competitively to Alliant Tech Systems (formerly ATK-GASL) on October 10, 2005 and is for an on-going requirement for Scramjet Flow Path Technology Research. The scope of work will not change as a result of this modification, which is to provide and maintain the capability for the design and fabrication of aero-propulsion test hardware, the operation and management of specialized test facilities, and the testing of hypersonic propulsion flow path concepts at duplicated flight Mach numbers from 4 to 20. The work under contract NNL05AA06B is controlled through the issuance of performance based task orders and provide for: (1) the operation and application of shock-heated and combustion-propulsion flow path research at conditions that duplicate flight across the atmosphere from statis sea level to near orbital. Specifically as part of this activity, is the operation and management of the Government Furnished Hypersonic Pulse Facility (HYPULSE) in either shock-expansion tunnel or reflected-shock tunnel configurations. (2) The acquisition of facility and propulsion flow path data and the application of data processing tools to provide well defined test conditions and performance of test articles. These data include, but are not limited to visual and laser-based diagnostic techniques. (3) The conduct of hypervelocity aerodynamic and aerothermodynamic research in a shock-heated tunnel at test gas flows up to Mach 20 simulation. (4) Design and manufacture of research test hardware consisting of specialized aero-propulsion test facility components and engine flow path components. Key to the performance of this effort is NASA’s HYPULSE shock tunnel facility that can be operated as a shock-expansion tunnel that is unique among hypersonic test facilities in that it can deliver a hypervelocity air test gas flow which closely approximates the air encountered in flight at Mach numbers up to 20. In addition, other Government facilities and test hardware located at the contractor facility provide test capabilities that complement NASA facilties. Unique among these is the Flight-Accelleration Simulation Test (FAST) facility, which supports other NASA Center’s Advanced Reusable Transportation (ART) program. These apparatus have become integrated into the contractor infrastructure sharing air and propellant supplies, vacuum systems, electrical and data systems. The HYPULSE and FAST facilities are Government Furnished Property pursuant to FAR Part 45. The proposed modification will continue to use an indefinite delivery, indefinite quantity contract with performance based task orders over the remaining 3 year period of performance. Unforseen increases in collaborative work requirements and a reemphasis on hypersonics research have resulted in the rapid growth of this contract from what was originally planned.

NASA/LaRC intends to increase the maximum order limitation under NNL05AA06B with Alliant Tech Systems via a modification to the existing contract on a sole source basis under the authority of 10 U.S.C. 2304(c)(2), purusant to FAR 6.302-1(a)(iii).

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Oral communications are acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note “B”.
