Description

NASA Langley has a requirement for Northrop Grumman Space Technology (NGST), the Clouds and Earth’s Radiant Energy System (CERES) Instrument contractor, to provide highly specialized post-launch sustaining engineering services, including engineering support for flight software maintenance, anomaly resolution, and other instrument engineering support necessary for the successful operation of the CERES Flight Model (FM)1, FM2, FM3, FM4, and FM5 instruments as well as deactivation/de-orbit support as needed. NASA intends to issue an Indefinite Delivery, Indefinite Quantity (IDIQ) contract and to issue task orders as necessary for support to the CERES instruments. The period of performance is anticipated to be five years.

Because of its long history of developing, fabricating, calibrating, and testing the CERES instruments, NG is the only source capable of providing the post-launch support. NG’s unique knowledge of the instrument technology, including the instrument software, technology, testing processes and previously resolved technical issues and upgrades, make NG the only source capable of providing the required services within the timeframe required and without substantial duplication of cost.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. eastern standard time on March 14, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
