Description

NASA intends to increase the contract maximum order limitation pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, for two existing contracts awarded April 5, 2006 for Air Bag Landing Attenuation Systems for Earth Entry Capsules. The maximum order limitation for each contract will be increased from $3,500,000 to $12,000,000 to cover services remaining to be ordered in support of NASA’s ORION Project under NASA Contracts NNL06AA09B with ILC Dover and NNL06AA10B with Airborne Systems (formerly Irvin Aerospace, Inc.). The increase in the contract maximum order limitation is necessary in order to ensure program continuity and critical mission support and to avoid significant technical and programmatic impacts to the ORION project.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 19, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note “B”.
