Description
NASA/LaRC has a requirement for Consulting/Facilitation for significant transformation for phased re-design. NASA/LaRC intends to purchase the items from Balanced Scorecard for Government.
In the fall of 2004, the Center contracted with Balanced Scorecard for Government under a pilot program where the development of 5 strategy maps of organizational units were provided.
It has been determined that the use of the Balanced Scorecard methodology to establish documentation and implementation of complex and multi-dimensional strategies also provided a continuity in knowledge and working with the Strategic Partnership, Planning and Managment Office (SPPMO) in the development of its organizational value proposition, strategy map and operation scorecard, which has been determined to be extremely important during this transformation process in supporting NASA’s vision and mission.
Therefore it is in the best interest to procure these items from Balanced Scorecard for Government. The Sole Source Authrity is 13.106-1.
The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9/24/2005.
Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
