Subject: Early Out Authority

Voluntary early retirement (“early out”) authority was approved for Langley in connection with the FY 06 buyout. When our buyout window closed on January 3, 2006, our authority to offer early out retirements expired as well.

Recently, however, NASA HQ informed Centers that early out authority would be available though the end of this FY. Langley requested early out authority from May 1, 2006 through September 30, 2006 and our request was approved. Therefore, even though we no longer have buyout authority, we have the ability to offer voluntary early retirements through the end of FY 06. Eligibility for the early out is limited to the same workforce competencies and positions included in the FY 06 buyout pool, in addition to age and service requirements under the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS). Specifically, early out requirements are met when an employee is 50 years old and has 20 years of service, or has 25 years of service at any age.

Additional information is available at the following Office of Human Capital Management (OHCM) Web site: http://ohr-r.larc.nasa.gov/buyout/. This site contains general retirement information, early out retirement information, links to retirement estimate calculators, retirement forms, and a list of workforce competencies eligible for the early out.

If you are interested or would like additional information, please visit the OHCM Web site referenced above or call Linda Park at extension 42605.
