CD COMM # 2005-8 Financial and Human Capital Status

To: All Civil Service and Contractor Employees at Langley Research Center

This note provides updated information on the Langley Research Center’s current financial and human capital status. Last Friday, during my visit to NASA Headquarters, I learned that there will be no civil service (CS) reduction-in-force (RIF) during Fiscal Year (FY) 2006.

Here at Langley we will continue to update position descriptions, organizational unit plans, and employee resumes in order to be more prepared should CS RIF actions become necessary in FY07; however, we will have more time for this activity which will provide some welcome relief to us all. We are also working diligently with the headquarters to identify work packages where we could make valuable contributions to the Agency programs. These would increase the number of civil servants at Langley on funded programs and greatly reduce the need to descope contracts in order to have a workable Center budget in FY06.

I think that you will agree that this is good news, and I wanted to share it with you. Stay tuned for updates from your organizational unit manager with regard to the unfolding of new developments from the headquarters as they make decisions on work packages. I appreciate that we have all been strained by the uncertainty in the financial affairs of the Center and pledge to continue to do all possible to get you information as soon as we know it.
