Description

NASA/KSC has a requirement for renewal of maintenance and support for the 100 existing Spacecraft Command Language (SCL) software licenses, the addition of 100 more SCL software licenses and 25 hours of phone and email support per year for the next two years. The requirement is as follows: Subscription Period: 7/1/2011-6/30/2012 Part# SRA-TRSS-200 for up to 200 Units and Subscription Period: 7/1/2012-6/30/2013 Part# SRA-TRSS-200 for up to 200 Units. NASA/KSC intends to purchase the items from SRA International, Inc. The Launch Control Software (LCS) project has a significant software code base developed from using the Spacecraft Command Language. Any departure from the use of SCL will result in a significant schedule impact to the LCS Application Services and Integrated Launch Operations Applications development effort. SRA International, Inc is the only reseller of the support and maintenance and no other vendor’s license support is compatible with the existing product. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 6th 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency(Tyronza.Borden@nasa.gov).
