Description
NASA/KSC intends to use simplified acquisition procedures for a non-competitive procurement with the University of Central Florida, Office of Research & Commercialization. NASA intends to award a firm fixed price purchase order under the authority provided in FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to support NASA in research and development of a high-fidelity, 6 degrees of freedom interactive software simulation program. This research will complete the development begun in 2005 for a simulation model of a launch vehicle under nominal, transient, and off-nominal flight conditions that can be used in range safety analysis and planning. The simulation would benefit the Range Safety projects in the Applied Technology Directorate at Kennedy Space Center (KSC) and also the Exploration and Space Operations Mission Directorates. The next generation of range safety systems may rely much more on space-based assets such as the Global Positioning System (GPS) and NASA’s Tracking and Data Relay Satellite System (TDRSS). High-fidelity launch vehicle simulations are a vital and necessary tool in evaluating the operational capabilities of such systems during errant flight. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Donna.B.Stubbs@NASA.gov not later than 4:00 p.m. local time on February 20, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
