NASA/ Kennedy Space Center (KSC) plans to issue a Sole Source Request for Quotation (RFQ) with Delaware North Park Services, Kennedy Space Center, FL, to sponsor Brevard Learns About Science and Technology (BLAST) which is an educational event with Brevard County Schools. In order to facilitate this program, the facility shall have access to a “Science on a Sphere” exhibit for atmospheric and oceanographic workshops, availability of space program personnel for career panel discussions, an Education Resource Center with the ability to schedule and perform space-based science and physics workshops, and transportation services to transport attendees. In addition, this is required for twenty three (23) dates between September 2010 and March 2011. Delaware North Park Services is the only known vendor with the access to the Astronaut Hall of Fame and associated resources for educational workshops due to being the contractor which manages and operates the Kennedy Space Center Visitor Complex.

This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. Interested firms other than the sole source cited shall submit in writing to the identified point of contact, their qualifications/capabilities and quotes, providing a description in sufficient detail to show that the services offered meets the Government’s requirement to the identified point of contact not later than 7:00 a.m. eastern standard time, September 7, 2010 at NASA/Kennedy Space Center, Attn: Donny Wood, OP-OS, Kennedy Space Center FL 32899,, or fax to (321) 867-1188.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note “B”.
