Description

NASA KSC plans to issue a sole source, research and development cost reimbursement contract to Florida Institute of Technology (FIT) for the Propellant Automated Rendezvous and Transfer (PART) project. The objective of the PART project is the design, development, construction, testing, and deployment of a technology demonstration system for on-orbit, internal International Space Station (ISS) science operations. This technology demonstration system will utilize, at a minimum, the central hub and cameras of the current Slosh hardware already on the ISS. The Slosh payload includes cameras, support structure, tank connectors, and wiring that must be used for the PART project. The relevant parts of the Slosh payload was designed, fabricated, certified, and operated by FIT.

As a result of FIT’s unique experience with the Slosh payload, FIT is the only known source with sufficient understanding of all components of the payload, including all hardware, software, and assembly/operational procedures, that can provide the required efforts for the PART project. There will be only one award made for this requirement. This is a sole source acquisition under FAR 6.302-1. The Government believes only one responsible source can satisfy the agency’s requirements.

Interested organizations may submit a detailed description of their capabilities and qualifications to perform the effort via email to the Alissa Matthews at Alissa.Matthews@nasa.gov not later than 4:30 p.m. Eastern Time on July 10, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code is 541712. The DPAS Rating for this procurement is DO-C9.
