Description

NASA/KSC has a requirement for Sub-Leasing the Space Life Science Laboratory (SLSL), Kennedy Space Center, FL. NASA/KSC intends to sub-lease a portion of the SLSL from Dynamac Corporation, Rockville, MD.

This sub-lease is an interim mechanism for the Government?s partial use of the SLSL during GFY07 until NASA takes over use of the entire building in accordance with its existing Space Act Agreement with the State of Florida (owner of the SLSL) for GFY08 and beyond. This sub-lease is being acquired on a sole source basis from Dynamac Corporation because Dynamac Corporation is the current leaseholder for the entire building for GFY07.

This sub-lease arrangement allows use of space in the SLSL by the Government in accordance with law and regulation, but at no additional cost to the Government.     The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Eastern Time on April 11, 2007.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. [OMBUDSMAN STATEMENT IS REQUIRED] An Ombudsman has been appointed.
