Description

The National Aeronautics and Space Administration (NASA) intends to issue Revision B to the NASA Launch Services (NLS) Request for Proposal (RFP) 10-99-0021 on or about December 19, 2005.

The NLS RFP was issued on October 18, 1999, and remains open for a period of ten years from the effective release date through the use of an innovative on-ramp provision found in Section C, clause 2.0. To date, the RFP has resulted in award of Indefinite Delivery Indefinite Quantity (IDIQ) task order contracts to Boeing Launch Services, Inc., Lockheed Martin Commercial Launch Services, Inc, and Orbital Sciences Corporation. Each February and August during the life of this contract, or at any other time established via synopsis, the Government will accept proposals from new launch service providers for IDIQ contracts and proposals from existing IDIQ contractors for additional launch services.

The purpose of Revision B to RFP 10-99-0021 is to delete one of three existing minimum contract requirements stated in RFP Attachment E2, section 1.

Specifically, the requirement in section 1.1 that Offerors, prior to proposal submission, must have successfully launched and delivered a payload to orbit in accordance with the stated parameters will be deleted. The remaining minimum contract requirements stated in NLS RFP Attachment E2, sections 1.2 and 1.3, regarding domestic source requirements and ISO 9001 certification requirements will remain unchanged.

As part of the proposal, Offerors will be required to demonstrate an ability to successfully launch and deliver a payload to orbit at a minimum of 250 kilogram payload into a 200 kilometer circular orbit at a launch inclination of 28.5 Degrees. Revision B will also modify the minimum order quantity for IDIQ contracts awarded in response to the subject RFP from $100,000 to $20,000. A special on-ramp open season for the estimated period of December 19, 2005 through January 20, 2005 will coincide with the issuance of Revision B.

An ombudsman has been appointed — See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet.
