Description

NASA/GSFC has a requirement for educational public outreach throughout the United States in support of the Know Your Earth (KYE) 3.0 project. The KYE project is an educational partnership between NASA’s Earth-Observing missions and NASA’s Airbone campaigns. For this effort, the following areas include: Bowie, MD; Salisbury MD; Burlington, VT; Sheboygan, WI; San Jose, CA; Los Angeles, CA and Takoma, WA.

NASA/GSFC intends to purchase the items from Clear Channel Outdoor pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Clear Channel Outdoor controls the informational displays in the targeted regions for the KYE project.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 13, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
