Description

NASA/JSC intends to award a sole-source contract to Universities Space Research Association/Lunar and Planetary (USRA/LPI) for utilizing its Independent Research Scientists to provide scientific analysis and expertise to complement and extend the existing capabilities of the Astromaterials Research and Exploration Sciences (ARES) Directorate. This award will be pursuant FAR Part 15.607(b), “Criteria for Acceptance and Negotiation of an Unsolicited Proposal”.

USRA/LPI will provide lunar and planetary science expertise and information storage and dissemination capabilities. USRA/LPI support will enable a wide range of science studies, including but not limited to:

* Continued cutting-edge characterization and interpretation of the smallest and most primitive astromaterials (interplanetary and cometary dust, chondritic meteorites and their inclusions)

* Characterization and interpretation of lunar soil dust particles for both chemical and grain size/shape features

* Studies of martian surface geochemistry from laboratory simulations and interpretations of spacecraft data in order to understand geologic history and possibly habitable environmental conditions on early Mars

* Continued development and testing of hypervelocity impact processes with a view towards improving understanding of Earth orbital debris populations and spacecraft shielding

* Experimental simulations of petrologic processes on the terrestrial planets

* Detailed studies of meteorites, Apollo samples, and other astromaterials to constrain models of planetary and solar system formation

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 12, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

All responsible sources may submit an offer which shall be considered by the agency.
