Description

NASA/JSC has a requirement for Testing Four (4) 156 Foot Ringsail Parachutes and Rigging. NASA/JSC intends to purchase the services from United Space Alliance. USA has tested parachutes for the Space Shuttle Program under the Space Flight Operations Contract (SFOC) for approximately ten years and is uniquely qualified to conduct these tests. Selecting a different contractor for this effort may cause substantial duplication of costs to the Government.

NASA has four 156-foot ringsail parachutes and will be drop testing these parachutes to evaluate packing techniques and parachute inflation, stability, and performance. The drop testing will be conducted at Yuma Proving Ground. The test articles will be standard platform with a ballasted test tub to achieve the desired test article weight. Single drop tests will be conducted to verify packing procedures. These will be followed by cluster drop tests to evaluate cluster inflation, stability, and performance. NASA will provide the pyrotechnic cutters, instrumentation, and cameras.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
