Description

NASA/JSC has a requirement for a twelve day customized outdoor team building and supervised leadership expedition training course to provide Astronaut Candidates with leadership, teamwork, and self-care experience in a remote expedition environment. The purpose is to expose crew members to and have them practice the leadership, teamwork, and expedition behaviors that have been determined to be most desirable in spaceflight. NASA/JSC intends to purchase the training from the National Outdoor Leadership School (NOLS) on a sole source basis. NOLS offers teamwork and leadership training in a challenging outdoor environment and has the desired level of knowledge, expertise, and experience to conduct expedition and outdoor leadership training. NOLS offers the combination of remoteness and focused leadership skill development that provides distinct learning opportunities with synergies for teams facing extended space travel.

NOLS is currently the only known source with the ability to meet NASA’s expedition requirements, while providing a customized, entirely outdoor curriculum designed specifically for spaceflight crew members. Statutory authority for proceeding with this acquisition under Other Than Full and Open Competition is 10 U.S.C. 2304(c) (1) (as implemented by FAR 6.302-1).

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 PM local time on June 30, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
