Description

NASA/JSC has a requirement for outdoor leadership and teambuilding courses.

The purpose of the course is to prepare potential International Space Station (ISS) crew members for the unique interpersonal aspects of long duration space flight.

NASA/JSC will be procuring two courses.

There will be 8 potential ISS crew members participating in each course.

The period of performances for these courses are February 6, 2006 to February 17, 2006 and March 1, 2006 to March 13, 2006. NASA/JSC intends to purchase the requirement from National Outdoor Leadership School (N.O.L.S.) in Lander, Wyoming.

N.O.L.S. is the only known source that has a specialized teambuilding expedition to help prepare potential ISS crew members for extended space flight missions.

Thus, NASA/JSC intends to award this procurement to N.O.L.S. on a sole source basis. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 3, 2006.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
