Description

NASA/JSC has a requirement for the procurement of mission critical services in Star City, Russia. The Gagarin Research & Test Cosmonaut Training Center (GCTC) will furnish office space and living quarters for NASA personnel and astronauts training on the Russian Soyuz vehicles as well as personnel that travel with the crew. The office space and living quarters must be co-located with the training facilities.

NASA/JSC intends to contract with GCTC for these services on a sole source basis for a period of 4 years and 6 months, through June 30, 2016. GCTC remains a tightly controlled facility and our facilities there serve as a combination of living quarters and crew quarters during training and prior to launch. The crews are located onsite with the classrooms and facilities in a secure location. GCTC is the current contractor and since the requirement for housing and office requirements must take place on the Russian Air Force Base where the Russian Soyuz vehicle training is provided, GCTC is the only entity to contract with in order to gain access to the secure facility.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 15, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
