Description

NASA/JSC plans to issue a Request for Proposal (RFP) for the Mission Operations Directorate (MOD) Support Contract (MSC) at the Johnson Space Center. This support is a follow-on to the Program Control and Configuration Management Support (PCCMS) contract, which ends November 30, 2012. The MSC contract includes work such as requirements specification and analysis, data and configuration management, evaluations, simulations, testing and verification of computer software applications and databases.

The work that will be performed includes:

*Information technology (IT) resource management planning, development, analysis, and research of products and services within MOD;

*Comprehensive working knowledge and project support of all project information systems. This includes integration with Center and Agency systems.

-Maintenance and configuration management of all database tables, fields, correlations, and point checks of all files; and upload data as required;

-Testing, verification, implementation, requirements specification, and maintenance of upgrades for MOD project information systems;

-Project support and configuration management of MOD project information systems including data management, administration and analysis;

*Continue maintenance of MOD Business Management Office (BMO) Configuration Data Management (CDM) policies, procedures, and requirements;

*Board and panel support to include change processing.

1) Provide configuration management (CM) support for MOD Control Board and Panels including Change Request (CR) and change package preparation and processing

2) Control and maintain all unique identification numbering (UIN) database applications and logs of MOD CRs

3) Provide CM support of change package documentation preparation of CRs in Integrated Collaborative Environment (ICE), Sharepoint, and Athena

4) Store and maintain all CR and closure paperwork

5) Meeting preparation to include:

-ICE Project maintenance

-Sharepoint site maintenance

-Agenda preparation

-Meeting package preparation

-Minutes

-Action tracking

*Continue maintenance of MOD BMO Library policies, procedures, and requirements

*Administrative support and comprehensive working knowledge of all Office Automated Systems

*Facility management support to include safety and performance configuration

NASA/JSC intends to issue a Cost-Plus-Fixed-Fee contract. The period of performance will include a 22-month base period, one 24-month option and one 14-month option. (A 60-month period of performance including options)There will be a 30-60 day phase-in period upon award.

The Government does not intend to acquire a commercial item using FAR Part 12.

This procurement is 100% set-aside for 8(a) concerns. The NAICS Code and Size Standard are 541712 and 500, respectively.

All responsible sources may submit an offer which shall be considered by the agency.

The anticipated release date of the Request for Proposal (RFP) is on or around February 2012. There will be a Pre-Proposal Conference scheduled in February, after the release of the RFP. The anticipated proposal due date is on or around March 2012.

Interested parties should note that prior to award, documentation from Defense Contract Audit Agency (DCAA) showing that their accounting system meets the requirement of FAR 16.301-3(a)(3), “the contractor’s accounting system is adequate for determining costs applicable to the contract” will be required.
