Description

NASA/JSC has a requirement for media tracking services. NASA will produce multiple Public Service Announcements (PSA) to promote science and math education to America’s youth and inform the general public about the space program. NASA/JSC is seeking a firm that is capable of tracking the PSAs and providing detail information about the PSAs. The detail information shall include information as to the geographic locations, networks and local affiliates and cable systems, programs, time aired, demographic of the audience, number of viewers and estimated “value” of broadcasts based on typical advertising cost. The contractor shall provide 12 monthly audience reports about the PSAs; 12 monthly data reports about viewer demographics and equivalent ad costs; and 10 extensions of tracking for specific products. The period of performance is from September 1, 2008 to August 31, 2009.

NASA/JSC intends to purchase the items from Nielsen Media Research. The decision to use Nielsen is based on lack of competition for tracking PSA’s in the desired detail expressed above.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on August 22, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
