Description

NASA/JSC has a requirement for the purchase of four each lightweight hi-fidelity Mark III mockup suits and two each donning stands.

NASA/JSC intends to purchase the items from Global Effects Inc. in North Hollywood, California, by the authority of Federal Acquisition Regulation 6.302-1(a)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. The Mark III is currently used to support testing that assists with requirements development for the Constellation space suit element and the Constellation Architecture Team. Under a prior contract, Global Effects successfully fabricated a lightweight suit for NASA Headquarters use as a Public Affairs Office display model. Global Effects owns the tooling and possesses the expertise to meet the Center’s critical delivery schedule. The required delivery at NASA Johnson Space Center of two suits and two donning stands is not later than February 25, 2008. The remaining two suits, without donning stands, must be at NASA Johnson Space Center not later than March 21, 2008. Unacceptable delays in fulfilling the agency’s requirements is of key important in this procurement.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 noon local time on January 28, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
