Description

 

NASA/JSC has a requirement for detailed design and engineering focused on life raft mass and packaged volume reduction of a six-man open water life raft assembly. The raft assembly must have a mass less than 30 pound-mass, packed volume less than 2767.5 cubic inches, a minimum of 19.6 square feet of floor within the raft when deployed, and must be capable of supporting a total occupancy of weight of 1,140 pounds.

 

NASA/JSC intends to purchase the items from Winslow Life Raft Company. Due to the technological development needed to meet NASA’s mass, volume, and survivability requirements, Winslow Life Raft Company is the only company that can perform the required work without significant cost impact and schedule delays. Their extensive in-house technical capability, open-sea life raft development knowledge, unique technology patents, historical leadership in raft mass reductions, organizational familiarity with manned spaceflight engineering design requirements, and related past performance in this area makes Winslow Life Raft Company the only source available.

 

The Government intends to acquire a commercial item using FAR Part 12.

 

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 28, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
