Description

NASA/JSC proposes to award a Firm Fixed Price (FFP) contract to Pacific Scientific, Energetic Materials, Co. (PSEMC) for the acquisition of J2-X Gas Generator solid propellant igniters for use in the RS-18 testing at White Sands Test Facility (WSTF).

The contractor shall provide 20 units of J2-X Gas Generator Solid Propellant Igniters, weekly status reports of development and production starting at contract award and ending at hardware delivery, and engineering support of one engineer for test readiness review and acceptance test support.

NASA/JSC intends to purchase the items from Pacific Scientific, Energetic Materials, Co. (PSEMC). PSEMC is the sole supplier of the J2-X gas generator solid propellant igniter. The J2-X gas generator igniters were designed by PSEMC through Pratt & Whitney Rocketdyne (PWR) for Marshall Spaceflight Center (MSFC) for the J2-X program, a human-rated NASA spaceflight program. J2-X design has been overseen by MSFC and PWR through Preliminary Design Review (PDR) stage, with performance, safety, manufacturing, and testing data provided to NASA MSFC and PWR. Because the RS-18 LOX/LCH4 test campaign includes NASA MSFC and PWR personnel, technical information exchange and personnel support is available to NASA JSC and WSTF personnel for use of the J2-X solid propellant igniters. The estimated delivery date for the supplies is 14 weeks after receipt of award (early delivery is acceptable).

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested parties may submit their proposals to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on November 14, 2007. All proposals will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note “B”.
