Description
NASA/JSC plans to issue a Request for Proposal (RFP)for the following Commercial item/services:
* Provide aviation weather briefings for international flights including but not limited to Europe, Asia, and South America
* Provide international flight services including airport handling, catering, diplomatic permits, and fuel
* Provide datalink flight plans and oceanic clearances accessible by NASA aircraft in-flight
* Provide and file computerized flight plans for international flights
* Provide current navigational charts and approach plates for the deployment in trip-kit form
These services will be provided on an as-ordered basis and the cost for these services will be paid for on an as-used basis.
NASA/JSC Aircraft Operations Division operates a fleet of aircraft, currently including 21 T-38s, one G1159A, one C-9B, one 747, one Super Guppy Transport, and two WB-57Fs. Only the G1159A, C-9B, and the WB-57s deploy internationally. JSC may add or remove aircraft during the contract period of performance. JSC aircrews may require support for up to 10 international missions on an annual basis. International missions may be made to remote locations not the industry norm, such as Kostanay Airport, Kostanay, Kazakhstan, Sary-Arka Airport, Karaganda, Kazakhstan, and Astana International Airport, Kazakhstan.
The base period of performance will be 11 months starting December 1, 2011 through October 31, 2012, with two one-year options, November 1, 2012 through October 31, 2013, and November 1, 2013 through October 31, 2014.
The NAICS Code and Size Standard are 541990 and $7,000,000 in average annual receipts, respectively.
The anticipated release date of RFP NUMBER NNJ12405849R is on or about November 8, 2011 with an anticipated proposal due date of on or about November 15, 2011. This commercial item/service was previously synopsized and released as solicitation number NNJ11405849R. All responsible sources may submit a proposal which shall be considered by the agency.
