Description

NASA/JSC has a requirement for S1034E Helmets, P/N GN40883G-01, for use in supporting high altitude flight operations by the WB-57 Project Office.

NASA/JSC intends to purchase the items from David Clark Company Inc (DCCI). DCCI has the proprietary and patent rights for this helmet assembly and its components used in the S1034 protective ensemble. DCCI is also the sole provider of this life support and crew protective equipment for all high altitude flight applications executed by the Government, whether NASA or DOD. Therefore, NASA/JSC intends to initiate a sole source procurement for the units with DCCI. Statutory authority for proceeding with this acquisition under Other Than Full and Open Competition is 10 U.S.C. 2304(c) (1) (as implemented by FAR 6.302-1).

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 15, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
