Description
NASA/JSC has a requirement to include all NASA Centers (NASA Headquarters, Washington, D.C.; Ames Research Center, Moffett Field, CA; Dryden Flight Research Center, Edwards, CA; Glenn Research Center, Cleveland, OH; Goddard Space Flight Center; Greenbelt, MD; Jet Propulsion Laboratory, Pasadena, CA; Johnson Space Center, Houston, TX; Kennedy Space Center, Kennedy Space Center, FL; Langley Research Center, Hampton, VA; Marshall Space Flight Center, Huntsville, AL; Stennis Space Center, Stennis Space Center, MS) on an existing NASA/JSC purchase order for Global Intelligence/Travel Risk Management Services.
Global Intelligence/Travel Risk Management Services involves providing a comprehensive range of services that address NASA’s travel security risks and provides timely solutions for travel security and safety. In addition, the following services are provided to travelers on official foreign travel:
1. Worldwide current travel conditions in near or real-time.
2. Ability to locate, track, and display via both graphical and report-based means the whereabouts of any individual in a travel status.
3. Ability to interface with and capture itinerary data in near/real time from the Agency’s Travel Management System.
4. Produce traveler-specific itinerary information and send to travelers via e-mail, phone, web, wireless device, or other device destination specific information concerning at least: Security, Transportation, Health, Entry/Exit Requirements, Financial, Language, Cultural, Environmental, and Legal.
5. Ability to track employees via travel itinerary and the ability to communicate with located employees.
6. Ability to display employees by name, date, destination, airline, flight number, hotel, and country security risk assessment level.
7. Access to a centralized center 24 hours a day/7 days a week/365 days a year with analysts available for questions and answers and additional information.
8. Access to medical intelligence and foreign language specialists who can provide timely information and assistance at any moment.
9. Feedback available in languages other than English as appropriate.
10. Provide emergency assistance as needed for any situations requiring medical and/or security management (i.e., evaluation, medical evacuation, security escorts, etc) not already provided via other contracts or companies. NASA/JSC intends to purchase these services from iJET Intelligent Risk Systems (iJET) on a sole source basis to provide these Global Intelligence/Travel Risk Management Services to the agency for the following reason:
iJET is the current contractor providing these services to Johnson Space Center and Langley Research Center. They are uniquely able to provide these services due to its existing worldwide intelligence infrastructure, data mining capabilities, and on-going working relationship with the agency’s Travel Management Contractor (TMC), CI Travel. For the agency to purchase this highly specialized and unique service from another vendor at this time would result in the duplication of costs and time to bring another contractor up to date, as well as a cumbersome effort to synchronize what would be an incompatible tracking and information system with standard Agency procedures. The primary reason for these additional costs would be the expense involved in field evaluation, computer programming, and other engineering to test the potential compatibility of a competitor’s product with the pre-existing iJET services, as computer connectivity, and programs already in use on and off-site. iJET is the copyright-holder and sole developer, producer, manufacturer, and distributor of this travel intelligence information.
This effort does not extend the current period of performance of the existing purchase order. It is anticipated that a NASA Agency-wide contract solution for Travel Risk Management Services may be procured in the future.
The Government does intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform this effort in writing to the identified point of contact not later than 3:00 p.m. local time on Wednesday, December 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
