Description
NASA/JSC has a requirement to First, develop a lunar database containing relevant scientific and engineering data about the Moon and its environment to be utilized in the development of the hardware and infrastructure associated with NASA’s human lunar exploration systems and architecture through the Constellation Program. Second, collaborate between the Planetary Science Research and Curation scientists at Astromaterials Research and Exploration Science Directorate (ARES) and the outside scientific community to enable future exploration. This critical collaborative effort between ARES and outside research scientists will identify important mission enabling questions and suggest approaches to answer them.
NASA/JSC intends to purchase the items from Lunar Planetary Institute (LPI) for the following reasons: 1) uniquely qualified world-class research scientists and (2) unique and extensive collection of planetary data, and (3) it is the only institution in the world that can provide the both world class research scientists and extensive planetary data.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 10/19/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note “B”.
